You can find instructions on how to do that from within macOS. The simplest nuclear option is to reformat the EFI partition. Every macOS update risks bricking the drive so having a clone makes that a minor problem. Restoring from an SSD based clone is way faster, and more reliable, than reinstalling. Although there are free trials the developers of these programs deserve to be paid. For reasons I cannot explain I have had problems recently cloning Monterey with CCC but not with SuperDuper, others do not report those issues. A mechanical drive will work but a USB based SSD will be much faster. The nuclear options should work but risk trashing the macOS install, so first make a clone that you can boot from and can restore. Once in a while these kinds of problems are due to formatting or partition table errors on the drive, at least that's what I assume because in my sad experience they were only fixed by nuking all or part of the drive. If repeated copying strategies do not work I can only think of nuclear options. It can't hurt to check the disk with Disk Utility but not likely to fix the problem. When you mount your laptop EFI folder another thing you should do is look for hidden files, like the trash file, and delete everything before repasting your USB EFI. You have probably compared EFIs side by side to be sure they are identical.

You may or may not have accumulated OC text logs, all of which can be deleted. I'm assuming your internal drive EFI when mounted just shows EFI with its two subfolders, Boot and OC. Your partition table looks correct for the internal boot drive, EFI then macOS. Mostly they fixed themselves with repeated attempts, including re-copying what is on your USB key (the copy could be incomplete, never hurts to check). I have similar issues over the years with cutting and pasting the EFI onto desktop drives following a procedure like yours.
